Nondairy milk swap at school — on a parent's written request

A school would have to give a student a nondairy drink that matches milk's nutrition if a parent or the student asks in writing. No doctor's note or medical reason would be needed.

Nondairy milk for kids with diet needs — required, not optional

Today a school may swap milk for a nondairy drink when a student has a medical or other diet need, but it does not have to. The bill would make the swap a must, with a drink that meets that student's needs.

透明度与问责制

School nondairy milk cost help — pilot ends after 3 years

A $2 million pilot would repay the full cost of nondairy drinks for students with medical diet needs at schools where at least half of students get free or reduced-price meals. It would end 3 years after the bill becomes law.

关于本法案的更多内容

If your child eats school lunch, you could ask in writing for a nondairy drink in place of milk. The school would have to give one that matches milk's nutrition. Today a school may make this swap for a medical or diet need, but it does not have to. Under the bill, students with a medical or other diet need would get a nondairy drink by right. Schools would pay any added cost beyond federal meal payments. A separate $2 million pilot would cover that cost for some schools for 3 years. The bill also sets up a $10 million pilot for school meals made with no animal products at all. That means no meat, fish, dairy, eggs, or honey. Grants would last 3 years. Only school food services where at least half of students get free or reduced-price meals could apply. The money could pay to train cooks, run taste tests, and buy food from beginning, veteran, organic, and local farmers. Schools would report each year on how many of these meals they served.

国会摘要

Plant-Powered School Meals Pilot Act This bill establishes pilot programs for providing 100% plant-based food and milk options in school meals and expands access to nondairy beverages in school meals. Specifically, the Department of Agriculture (USDA) must carry out a pilot program to award grants for purposes such as training food service personnel on serving 100% plant-based food options and covering additional costs of buying plant-based foods. USDA must give priority in awarding pilot program grants to school food authorities that will use the funds to serve a high proportion of children who are eligible for free or reduced-price meals. The bill also requires a school participating in the school lunch program to substitute a nondairy beverage that is nutritionally equivalent to fluid milk, and meets USDA-established standards, if the student's parent or legal guardian submits a written request for such substitution. Further, a school has the option to offer each student a nondairy beverage as a substitute for fluid milk if it meets these same standards. USDA must also establish a pilot program to reimburse eligible schools for the cost of providing a nondairy beverage as a substitute for fluid milk. Eligible schools are those where at least 50% of the students served are eligible for free or reduced-price meals.
