Within 120 days, the Secretary would have to send Congress a plan to reorganize it and fold it into another part of the intelligence office. The plan must name jobs and programs that are not needed. It must show costs and benefits, and lay out how staff would be moved. It must also promise that state and local partners keep the intelligence support they get today. Until the plan is sent and the work is under way, the office could not add staff, money, or new duties. DHS also could not start a new office doing the same job without approval from Congress.
