Privacy for small donors — every gift named publicly, no $200 floor

Today your name, address, job, and employer show up in public reports only after your gifts pass $200. This bill removes that floor, so a $10 gift would be listed too.

Donating from abroad — ID copy or voter address now required

Donors whose mailing address is not in a U.S. state or territory would have to prove who they are. Citizens could send a passport copy or the U.S. address they use to vote. Green card holders would have to send a copy of their card.

Donating with someone else's card — name must match the donor

A card gift would only count if the card carries the donor's own name. Using a spouse's or a parent's card to give would no longer work. This applies to all card gifts, not just online ones.

Giving with a gift card — no longer allowed

Committees could not knowingly take a donation paid with a store gift card or gift certificate. Store gift cards are not tied to a named bank account.

Committees would have to list every contributor in the reports they file with the Federal Election Commission, whatever the amount. Those reports go up for public viewing within two days.

Anyone who takes in a gift and suspects it really came from someone else would have to report it to the Federal Election Commission. The bill does not say what happens after that.

Donation checks skipped for digital wallet payments

A gift made through a digital wallet — an app that stores your card details — would count as meeting the new rules on its own. The security code and ZIP code checks would not apply to it.

Committees on the hook for banned donations — best efforts excuse them

A treasurer who learns a donation broke the rules must pay it back. But if the committee shows it tried its best to follow the rules, it counts as having followed them.
