That covers races for federal, state, and local office. It also covers ballot measures and referendums. Nothing would change soon, and it may never change. Two-thirds of the House and Senate must first agree. Then 38 states — three-fourths of them — must ratify it, meaning formally approve it, within seven years. Federal law already bars non-citizens from voting for president or Congress. Every state limits its own elections to citizens too. The real change would be local. Today a small number of towns and cities let some non-citizens vote in local races. Most are in Maryland and Vermont, plus Washington, D.C. Those local rules would end. Congress could also pass laws to enforce the rule.
