China Trade Relations Act of 2025

YourVoice. Now SummaryAverage Household ImpactTransparency & Accountability

Normal trade relations (NTR) status — the standard low-tariff treatment most countries get — would be revoked for China. Without it, Chinese-made goods would face much higher U.S. tariff rates, which importers typically pass on to shoppers. China could only regain NTR if the President certifies to Congress that it has met human-rights and labor conditions, including ending forced labor, concentration camps, and prison-labor exports. The President would have to report on China's compliance to Congress every June and December, and could grant temporary 12-month waivers that Congress can vote to block.

Average Household Impact

  • Tariffs on Chinese imports — Higher non-NTR rates applied to all goods from China, raising costs passed to consumers

Transparency & Accountability

  • Reporting requirements — President must report to Congress twice yearly on China's human-rights compliance
