YourVoice.Now Summary
Corporate BenefitsTransparency & AccountabilityCosmetic testing on live animals would be banned in the U.S. — and so would sales of newly tested products
Corporate Benefits
No state or city could keep its own rule on this unless it matches this law, exceptions and all. States also could not make companies run animal tests this law bans.
Starting a year after the bill becomes law, no one could run or pay for cosmetic tests on live animals here. Tests a foreign government needs could still be done overseas.
No one could sell or ship cosmetics made with animal tests run after the ban starts, by anyone in the supply chain. Products tested before then are not affected.
Companies could not use results from new animal tests to show the FDA a cosmetic is safe. A few narrow exceptions apply. One covers some ingredients tested for other uses when no test without animals exists.
Transparency & Accountability
Before the FDA asks for new animal tests on a cosmetic ingredient, it would have to post its reasons on its website. The public would get at least 60 days to comment, and the FDA must review the comments first.
More about this bill
Companies could no longer test makeup, lotions, and other cosmetics on live animals in the U.S. The ban would start one year after the bill becomes law. From then on, no one could sell or ship cosmetics made with new animal tests. That holds if anyone in the supply chain ran the tests. Soap does not count as a cosmetic under federal law. Breaking the rules could cost up to $10,000 per violation. Each animal and each day would count as a separate violation. There are exceptions. Tests that a foreign government requires could still happen overseas. Some products covered by other parts of federal food and drug law are also left out. The FDA could still order animal tests in rare cases. First it would have to find that no other test works and that people have reported real health problems. It would also have to post its plan online and allow at least 60 days for public comment. Results from new animal tests mostly could not be used to show a cosmetic is safe. States could not keep their own cosmetic animal-testing rules unless they match this law.
Congressional Summary
Humane Cosmetics Act of 2025 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a finding by the Food and Drug Administration (FDA) that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the FDA; or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, evidence derived from animal testing conducted more than one year after the bill's enactment may not be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA, subject to limited exceptions.
