YourVoice.Now Summary
Criminal Justice & Due ProcessWould make creating certain human-animal hybrids a federal crime — up to 10 years in prison
Criminal Justice & Due Process
It would be a crime to knowingly make or try to make certain mixes of human and animal life. That includes embryos from mixed eggs and sperm, and animals built to have a human brain or human-looking features.
Putting a human embryo into an animal's womb would be a crime. So would putting an animal embryo into a human womb, even if no hybrid is made.
Moving or taking in a banned hybrid would be a crime, whatever the reason. The same prison term of up to 10 years would apply.
On top of prison and criminal fines, anyone who earns money from breaking the ban would owe a civil fine. It is $1 million or twice their gross gain, whichever is larger.
More about this bill
Most people would not notice this change. It matters mainly to scientists who work with human and animal embryos. It would become a federal crime to knowingly create certain human-animal mixes, called chimeras (living things made from both human and animal cells). The ban covers embryos made by mixing human and animal eggs, sperm, or cell centers. It also covers animals built to grow a mostly human brain, human eggs or sperm, or a human-looking face or body. It would also be a crime to place a human embryo in an animal's womb. The same goes for an animal embryo in a human womb. Shipping or receiving a banned chimera for any reason would be a crime too. Breaking the law could bring up to 10 years in prison, a fine, or both. Anyone who makes money from it would also owe a civil fine. That fine is $1 million or twice what they took in, whichever is more. Research that puts human genes into animals would still be allowed. So would moving human organs, tissue, or cells into animals, as long as no banned chimera is made.

This bill makes it unlawful to create or attempt to create a prohibited human-animal chimera, transfer or attempt to transfer a human embryo into a nonhuman womb, transfer or attempt to transfer a nonhuman embryo into a human womb, or transport or receive for any purpose a prohibited human-animal chimera. A violator is subject to civil and criminal penalties.
