Expanding Access to Family Planning Act

YourVoice.Now Summary

Your MoneyCivil LibertiesTransparency & Accountability

Title X family planning clinics would get $562 million a year through 2035 — with neutral counseling on all pregnancy options.

Your Money

Title X family planning clinics — $562 million a year through 2035

Each year, $512 million would pay for family planning services through Title X grants and contracts. Another $50 million would go to building, fixing up, and equipping clinics.

Civil Liberties

Counseling on all pregnancy options — abortion included, on request

Clinics using this money must offer neutral facts when a pregnancy test comes back positive. The choices are birth, adoption or foster care, and ending the pregnancy. A patient who asks gets advice and a referral, and can skip any choice.

Clinics' protection from being shut out — unless they can't provide care

Some groups that get this money pass part of it on to other clinics. They could not keep a clinic out for any reason except that it cannot provide Title X services.

Transparency & Accountability

Yearly votes in Congress on this money — not needed through 2035

The bill provides the money directly for ten years instead of leaving it to yearly spending bills. Money not spent in one year would stay available with no end date.

More about this bill

Clinics in Title X, the federal family planning program, would get $562 million a year from 2026 through 2035. Of that, $512 million would go to grants and contracts for family planning services. The other $50 million would pay to build, fix up, and equip clinics. Congress would not need to vote on this money each year. The bill provides it directly, and unspent money would not run out. Clinics that take this money would have to follow two rules. First, pregnancy counseling must be neutral and must not steer a patient toward any choice. Every patient with a positive pregnancy test must be offered facts on three options. They are prenatal care and birth; caring for the baby, foster care, or adoption; and ending the pregnancy. If the patient asks, the clinic must give neutral facts on each option and a referral on request. Second, groups that pass this money on to other providers could not shut one out unless it cannot provide the services. The bill was sent to the House Energy and Commerce Committee in April 2025.

Congressional Summary

Expanding Access to Family Planning Act This bill provides, subject to specified conditions, funding through FY2035 for federally funded family planning services and clinics. In particular, the funds must be used for (1) grants and contracts that support the provision of family planning services, and (2) clinic infrastructure (e.g., construction and renovation of clinics). Clinics that receive funding to provide family planning services must offer each patient with a positive pregnancy test the opportunity for nondirective counseling on (1) prenatal care and delivery; (2) infant care, foster care, and adoption; and (3) pregnancy termination. This counseling must include referrals if requested by a patient. Additionally, if a funding recipient makes subawards for the provision of family planning services, the recipient may not prohibit an entity from participating in a subaward program for reasons other than the entity's inability to provide family planning services.
