Transparency & AccountabilityA federal guide to help gun violence victims find medical, money, housing, and mental health support
Transparency & Accountability
Within 180 days the council must post a public report on the best ways to help victims and where help is missing. A follow-up report is due two years later.
The council must set up a way for the public to weigh in. It must reach out to victims, the people who help them, states, and hard-hit communities.
The bill says the Federal Advisory Committee Act, found in chapter 10 of title 5 of the U.S. Code, would not apply to this council. Most members would be federal agency heads.
The council shuts down 5 years after the bill becomes law, unless Congress passes a new law to keep it going.
More about this bill
If a shooting has hurt, threatened, or shaken you or someone close to you, this would create a federal guide to help. The guide would point to help with medical care, money, school, work, housing, and getting around. It would also cover mental health, legal help, government benefits, and phone helplines. It would be posted on a public website. Printed copies would go to Members of Congress, Social Security offices, state health and school agencies, and state attorneys general. The bill does not change any gun law. It gives no new money to victims. A new federal council would build the guide, led by the Department of Health and Human Services. Its members would be heads of federal agencies plus 2 to 5 gun violence victims. It would also seat 2 to 5 people who help victims, such as doctors and social workers. The council would survey victims and study which programs work. It would also look at how funds set up after mass shootings were paid out, and it would take public input. A public report is due within 180 days, with a follow-up two years later. The main federal law for advisory councils would not apply to it. No extra funding is set aside, and the council would end after 5 years.
