Residents of northwestern Washington State and seven county marine-resource committees gain a reauthorized Advisory Commission to oversee the health of marine waters along the Strait of Juan de Fuca and Puget Sound for the next seven years. The 14-member Commission — drawn from county committees, two tribal government representatives, and Washington Governor appointees — collects data, develops restoration recommendations, and advises federal, state, local, and tribal governments on ecosystem health and water quality. The Commission carries no regulatory power and cannot issue rules or enforce federal law; it operates purely as an advisory and coordinating body. Two seats are reserved for tribal governments, and the Commission has an explicit duty to consult all affected tribes and avoid conflicts with treaty rights. A seven-year sunset clause ends the program automatically unless Congress acts to renew it.
Transparency & Accountability
- Annual public reporting — Commission required to submit and publish yearly ecosystem-progress report to four Congressional committees
- Sunset provision — Commission authority terminates automatically after 7 years, requiring future Congressional reauthorization to continue
