Reauthorizes the Northwest Straits Marine Conservation Initiative Act for 7 years, extending the life of the Northwest Straits Advisory Commission, which oversees marine protection and restoration efforts in Puget Sound and the Strait of Juan de Fuca in Washington State. The updated law expands the Commission's membership to include two seats specifically representing Tribal governments, adds explicit duties to consult with affected tribes to avoid violating treaty rights, and clarifies the Commission's collaboration powers including cooperative agreements with nonprofit organizations. The Commission may accept donations and must submit an annual public report tracking habitat protection, water quality, and species restoration benchmarks. The authority automatically terminates 7 years after enactment.
Transparency & Accountability
- Annual public reporting required — Commission must publish progress on habitat, water quality, and species benchmarks each year
- Sunset clause added — full authority terminates 7 years after enactment, requiring affirmative reauthorization to continue
