Safer Neighborhoods Gun Buyback Act of 2025

YourVoice.Now Summary

Gun LawsCorporate Benefits

Gun owners could sell unwanted guns at federally funded buybacks for 125% of market value, paid on a prepaid card.

Gun Laws

Federal money for gun buybacks — $360 million a year

The Justice Department could give grants to states, cities, tribes, and licensed gun dealers to buy back guns. Congress would allow up to $360 million a year for 2025 through 2027; each grant lasts two years.

Pay for a turned-in gun — 125% of its value

The Justice Department would set and publish the market value of each gun it lists. Sellers get 125% of that value on a prepaid card, or more if the gun was upgraded, such as with a scope.

Resale of turned-in guns — banned

Guns, parts, and ammunition taken in could not be sold again. States and cities must spend at least 5% of their grant destroying what they collect.

Crime checks on turned-in guns — within 21 days

Officials must search their databases within 21 days to see if a gun was used in a crime; if so, it goes to prosecutors. Dealers must also check that each gun was not reported stolen.

Penalty for using buyback cards on guns — fine up to $100,000

Using a buyback card to buy a gun or ammunition, or taking one as payment for them, would be a new federal crime. The bill sets a fine of up to $100,000 and no prison term. The person must also repay the value of the sale.

Corporate Benefits

Extra payments to gun dealers who run buybacks

If the Justice Department finds it needed to get dealers to take part, grant money could pay them cash or other rewards. Only licensed dealers with no federal warning in the past 5 years could get grants.
