The Technology Modernization Fund lets federal agencies borrow money upfront to replace outdated computer systems, then pay the fund back over time. This bill tightens how that repayment works, requiring agencies to reimburse the fund enough to keep it running until it is scheduled to end on December 31, 2032. It also requires the fund's administrator to suspend or cancel funding for any agency project involving fraudulent or misleading claims about costs, technical design, or program management. Agency technology officers would have to send Congress and the Comptroller General an annual list of the riskiest outdated computer systems still in use, so lawmakers can track where security and privacy risks are highest.
Transparency & Accountability
- Legacy IT reporting requirements — Agencies must report high-risk systems to Congress yearly
- Fraud-based funding termination — Administrator must halt funds for fraudulent project claims
