YourVoice.Now Summary
Federal health money could not pay for animal research in labs tied to China, Russia, Iran, or North Korea
The details
Most people would see no change in daily life. The Department of Health and Human Services (HHS) could not run or pay for medical research that tests on animals with backbones in four countries. Those countries are China (including Hong Kong), Iran, North Korea, and Russia. The ban covers labs located in those countries. It also covers labs those countries own or control, even indirectly. HHS also could not fund such research by any group based there, whether through grants, contracts, or other deals. HHS could add other countries to the list after talking with the State and Defense Departments. Each time it adds one, it would have to explain its reasons to six congressional committees within 60 days. The bill sets no later start date, so the ban would begin once it becomes law.
