The details
Federal COPS grant money could pay for police recruits and officers to attend training academies. Training could be run by a college or by a local law enforcement agency itself. In exchange, the recruit agrees to serve locally after finishing. The commitment is at least four years of full-time service within the eight years after training. The service has to be close to home. The agency must sit within 7 miles of an address where the recruit has lived for at least five years. In counties under 150,000 residents, the radius widens to 20 miles. A recruit who does not finish the commitment repays the value of the benefits received. The Attorney General would write rules listing extenuating circumstances that excuse repayment. No new money is appropriated — the grants come out of funds already provided for COPS. Each year the Attorney General would report to the Judiciary Committees on who got grants, how many recruits they trained, and how many are still on the job.
