HR-4666, the Baby Clothing Tax Relief Act, bans the President from imposing tariffs on a specific list of baby clothing items — including onesies, socks, shoes, hats, dresses, swimsuits, and other garments — using emergency trade powers under the International Emergency Economic Powers Act (IEEPA). Any such tariffs already in effect when the bill becomes law would be immediately cancelled. The bill also blocks the President from reimposing functionally identical tariffs through other executive authorities, closing a potential workaround. Because most baby clothing is manufactured abroad, particularly in China, these tariffs function like a consumption tax on families buying infant clothing — this bill would remove that cost for parents of newborns and young children.
