HR-4738, the Baby Safety Tax Relief Act, prohibits the President from imposing tariffs on four categories of infant safety and transport products — baby carriages, strollers, baby carriers, and car seats — using emergency trade powers under the International Emergency Economic Powers Act (IEEPA). Any such tariffs already in effect at the time of enactment would be immediately terminated. The bill also prevents the President from reinstating equivalent tariffs through other executive authorities. Because these items are widely manufactured overseas and are considered essential safety gear for infants, the tariffs function as a cost increase on all families with newborns and young children — this bill would eliminate that added expense.
