Medicare would cover external infusion pumps and the drugs that go with them in a patient's home. Today those pumps can be denied because the drug must be given by a health professional. Medicare's durable medical equipment rules require that equipment be appropriate for use in the home. A drug needing professional supervision can fail that test, even when a nurse comes to the house. The bill treats the equipment as meeting the home-use requirement when three conditions hold. FDA labeling must say the drug should be given by or under the supervision of a health care professional. A qualified home infusion therapy supplier must administer or supervise it safely in the home. And the labeling must call for infusion at least 12 times a year, intravenously or under the skin. Coverage would begin the first calendar quarter starting a year after enactment. Health and Human Services would also have to tell patients what home infusion costs them compared with getting the same drug elsewhere.
