YourVoice.Now Summary
Workers & JobsTSA would have to write guidance so people leaving prison can start the port ID paperwork sooner.
Workers & Jobs
TSA would have to write guidelines to help people just out of prison get a TWIC card, and to help people still in prison get an application ready. That card is required for jobs in secure port and ship areas.
When TSA first says someone does not qualify, that person can appeal or ask for a waiver. TSA would have to write guidelines to help people use those steps. Who wins them would not change.
More about this bill
If you want port or ship work after prison, this would help you get a head start. Those jobs need a Transportation Worker Identification Credential, known as a TWIC card. The House passed this bill on September 16, 2026. It now goes to the Senate. Within one year, TSA would have to write guidelines on three things. One would help people just out of prison get a TWIC card. One would help people still in prison get an application ready. One would help people who are turned down at first appeal or ask for a waiver. The bill sets aside no money and does not change who can get a card. TSA would brief Congress within 180 days after the guidelines are done.
