YourVoice.Now SummaryCorporate BenefitsTransparency & Accountability

Restructures the State Department's economic and environmental offices. Renames the Under Secretary for Economic Growth, Energy and the Environment to the Under Secretary for Economic Affairs and gives that official a broad portfolio over trade, energy, critical minerals, sanctions, oceans, the environment, and commercial space. Creates new posts and offices, including a Chief Economist, an Assistant Secretary for Commercial Diplomacy, an Assistant Secretary for Water, Environment, and Space Affairs, an Assistant Secretary for Energy Security and Diplomacy, and an Assistant Secretary for Sanctions Policy (the last replacing the existing Sanctions Coordinator); current officials and bureaus carry over into the renamed roles. Future appointments to the Under Secretary and Assistant Secretary jobs would require Senate confirmation. Moves administration of the CHIPS Act's International Technology Security and Innovation Fund (a fund for secure semiconductor and telecom supply chains) to the new Under Secretary, without changing its funding. Tasks the department with promoting U.S. business and investment abroad, including overseas commercial projects deemed national-security relevant even when they do not meet domestic-content rules. Requires reports to Congress on the U.S. international economic strategy (every two years) and international energy strategy (yearly for three years), and authorizes unspecified appropriations for these offices for fiscal years 2026 and 2027.
