YourVoice.Now Summary
EnvironmentMore farmland could enroll in the federal conservation program — wildlife habitat acres get a standing sign-up path.
Environment
Land in this state wildlife habitat effort is already accepted on a rolling basis, by agency choice rather than by law. The bill would write that into the statute, so it would not depend on the Agriculture Department's current policy.
No more than a quarter of a county's cropland can normally be in the program at once, though a county can agree to waive that for certain land. The bill would make far more kinds of conservation land eligible for that waiver.
More about this bill
Most households would notice nothing here. The change is aimed at farmers and landowners in a conservation program. That program pays them to take fields out of crops and grow wildlife habitat instead. Land signed up under a state wildlife habitat effort could be offered any time, rather than only during a competitive round. The Agriculture Department already works that way. Putting it in the law would keep a future administration from changing it. Current law also caps enrolled cropland at 25 percent of a county. The bill leaves that cap in place. It would widen the kinds of land a county can agree to waive past the cap.
Congressional Summary
Eliminating Needless Administrative Barriers Lessening Efficiency for Conservation Act of 2025 or the ENABLE Conservation Act of 2025 This bill amends the continuous enrollment procedure for the Conservation Reserve Program (CRP) of the Farm Service Agency to permanently allow the continous enrollment of land under the State Acres for Wildlife Enhancement (SAFE) initiative and allow an acreage cap to be waived. CRP is a land conservation program that provides an annual rental payment to farmers in exchange for removing environmentally sensitive land from agricultural production and planting species that will improve environmental health and quality. The bill permanently allows producers to use the continuous enrollment procedure for land that will be enrolled under the SAFE initiative. (The SAFE initiative restores habitats to meet high-priority state wildlife conservation goals.) The bill also allows the Department of Agriculture to grant a waiver to exclude acreage enrolled under the continuous enrollment procedure from a cap that limits the amount of cropland in a county that is permitted to be enrolled in CRP. The government of the county involved must concur with the waiver for it to be granted.
