YourVoice.Now Summary
Civil LibertiesTransparency & AccountabilityCreates a federal push on migraines and other headache disorders — more research and a patient advisory council for five years.
Civil Liberties
Any federal agency with headache data would have to share it with the health department when asked. The bill says this includes linking to outside sources like electronic health records and patient registries. It does not say how patient privacy would be protected.
Transparency & Accountability
The health department would have to tell Congress every year how well federal headache programs work. The report must show gaps by race, income, and place, and lay out a plan.
The initiative, the advisory council, and the yearly reports would all stop five years after the bill becomes law. Congress would have to pass a new law to keep them going.
More about this bill
Most people would see no direct change, and no new benefit or payment is created. If you or your child lives with migraines or another headache disorder, the federal health department would have to make these conditions a bigger focus. It would start a national program to push for more research, better diagnosis, and more headache doctors. The bill sets no dollar amount for it. A new advisory council would guide the work. It would include patients, someone caring for a child with headaches, and headache doctors. Other federal agencies would have to share their headache data on request, including data tied to health records. Each year, Congress would get a report and a national plan. All of it would end five years after the bill becomes law.
Congressional Summary
Headache Education, Access, Diagnosis, and Care Health Equity Act or the HEADACHE Act This bill temporarily establishes a federal initiative, an advisory council, and related reporting to address headache disorders. The bill defines headache disorder as a medical condition for which a headache is a principal symptom, including primary conditions (e.g., tension-type headaches, migraines) and secondary conditions (i.e., headaches that are symptoms of other health conditions). Specifically, the Department of Health and Human Services (HHS) must establish a coordinated federal initiative to take actions that advance research and improve care for headache disorders. Also, HHS must establish an advisory council comprised of certain federal and non-federal members to advise HHS on headache disorders and hold annual research meetings. Finally, HHS must annually report to Congress on headache disorders, including (1) an annually updated national plan, (2) evaluations of all relevant federally funded efforts, and (3) recommendations for priority actions. The requirements of the bill sunset five years after the bill’s enactment.
