YourVoice.Now Summary
EnvironmentAdds drought, extreme-weather, and soil-carbon work to the goals of a USDA farm-technology research program.
Environment
The bill adds a goal to USDA's AGARDA research program: develop farm technology for extreme weather, drought, and soil carbon storage. It also covers farm biofuels and conservation practices that farmers adopt by choice.
More about this bill
Most people would see no change in daily life. The bill adds a new goal to a U.S. Department of Agriculture (USDA) research program called AGARDA. AGARDA pays for early, high-risk work on new farm tools and technology. The new goal is to help farms cope with extreme weather and drought through voluntary steps. Under the new goal, AGARDA's work could look at storing carbon in farm soil. It could look at helping soil hold more water on cropland and rangeland. It could also look at making biofuels and other farm energy cheaper and more practical. Another aim is getting more farmers to choose conservation practices and "precision agriculture" on their own. The bill defines precision agriculture as closely tracking seed, feed, fertilizer, water, and other supplies to cut waste. The bill adds no new money.
Congressional Summary
Sustainable Agriculture Research Act This bill expands the goals of the Agriculture Advanced Research and Development Authority (AGARDA). Specifically, the bill requires AGARDA to enhance the role of sustainable agriculture in innovative voluntary resilience solutions in the United States through the development of agricultural technologies that may address the impact of extreme weather on crop production; the effects of drought and the potential of building water holding capacity in soils on croplands and rangelands; the expansion of the potential for long-term carbon storage through sustainable agriculture; increased economic and practical feasibility for sustainable energy on farms and in the agriculture industry; increased voluntary adoption of conservation practices that sequester carbon and build on-farm climate resilience; and increased economic and practical feasibility for, and voluntary adoption of, precision agriculture technology. The bill defines precision agriculture as managing, tracking, or reducing crop or livestock production inputs (including seed, feed, fertilizer, chemicals, water, and time) at a heightened level of spatial and temporal granularity to improve efficiencies, reduce waste, and maintain environmental quality.
