The 18 named individuals and entities include senior members of Iran's Assembly of Experts, Guardian Council, and Expediency Council, as well as affiliated clerical organizations, based on their issuance of or endorsement of religious rulings (fatwas) calling for violence against U.S. and Israeli leaders. The Secretary must submit findings to Congress within 90 days and every 180 days thereafter for up to six years. Designation, if made, would trigger sanctions including asset freezes and U.S. entry bans under existing executive orders.
