The Stop Illegal Fishing Act requires the President to impose sanctions — including asset freezes and U.S. visa revocations — on foreign individuals and vessels that engage in illegal, unreported, and unregulated (IUU) fishing. Vessel owners, captains, senior crew, and executives of companies primarily engaged in IUU fishing are all subject to mandatory sanctions. The President must report to Congress within 180 days and annually for five years listing all sanctioned persons and vessels and describing enforcement efforts. Exceptions are made for humanitarian transactions, intelligence activities, crew safety, and compliance with U.S. international obligations such as UN Headquarters agreements.
