YourVoice.Now Summary

Your MoneyCivil LibertiesTransparency & Accountability

Family planning clinics with federal Title X grants would have to follow state abuse-reporting laws or lose the money

Your Money

Abuse checks for minors at clinics — after STD or pregnancy

A minor who comes in with an STD, a pregnancy, or signs of harm would be checked for abuse. Every minor would also be taught how to resist pressure to have sex.

Civil Liberties

Minors' privacy at family planning clinics — ages and reports recorded

Clinics would have to record the age of each minor patient and log every abuse report they make. When a state law turns on it, they would also record the age of a minor's sexual partner.

Transparency & Accountability

Abuse reporting at family planning clinics — required for federal grants

Title X clinics would have to obey each state and local law on reporting child abuse, rape, incest, and trafficking. To get or keep a grant, they must show a plan and train staff each year.

Federal review of clinic records — health department and two watchdogs

The health department, its own watchdog, and Congress's watchdog (GAO) could all check clinic records. That includes records kept by groups the clinic pays to help run its program.

Penalty for repeat violations — grants repaid, 36-month funding ban

After a first violation, the health department works with the clinic to fix it. After a second, it would seek back all Title X money paid since the law began and deny new grants for at least 36 months.

More about this bill

If you or your teen use a Title X family planning clinic, it would have to follow state and local laws on reporting abuse. That covers child abuse, sex abuse, rape, incest, partner violence, and human trafficking. Clinics would have to train all staff each year. They would also have to write down the age of each minor patient. They would check for abuse when a minor comes in with an STD, a pregnancy, or signs of harm. Each minor would also be taught how to resist pressure to have sex. Clinics would have to meet these rules to get or renew a Title X grant (federal money for birth control and related care). They must also let the health department and two federal watchdog offices check their records. After a first violation, the health department would work with the clinic to fix it. After a second, it would seek back all Title X money the clinic got since the law took effect. The clinic would also be cut off from Title X money for at least 36 months.

Congressional Summary

Reporting Accountability and Abuse Prevention Act of 2026 This bill requires recipients of grants for family planning services to demonstrate their compliance with state and local laws that mandate reporting of child abuse, human trafficking, or other mistreatment. If a grantee does not comply, the Department of Health and Human Services (HHS) must first work with the grantee to remedy violations. For subsequent violations, the bill directs HHS to recoup funds received by the grantee. It also bars the grantee from receiving family planning funds for 36 months.
