Companies could no longer write off what they pay people overseas to serve customers here. Today those payments are a normal business cost that lowers a company's taxable income. The bill would end that for payments made after December 31, 2025. It covers fees, royalties, service charges, and similar payments to a person or firm outside the United States. Companies set up in U.S. territories would not count as foreign. If the overseas work serves customers both here and abroad, only the U.S. share would lose the write-off. Households would not file anything different.

This bill disallows a federal tax deduction for outsourcing payments.The bill defines outsourcing payments as any premium, fee, royalty, service charge, or other payment madein the course of a trade or business,to a foreign person (excluding a corporation or partnership organized under the laws of the United States or a U.S. possession), andfor labor or services which benefit (directly or indirectly) U.S. consumers.
