AWRC Act of 2025

YourVoice.Now Summary

EnvironmentTransparency & AccountabilityTargeted & Unrelated Provisions

Water research centers could get up to $16 million a year through 2029 — and artificial intelligence joins the program's goals.

Environment

Federal water research money — up to $16 million a year through 2029

Today's law allows $12 million a year, plus $3 million for multi-state work, and only through 2025. This is a ceiling Congress sets, not money in hand, and it still has to be voted each year.

Research eligible for cross-state water money — three paths, not one

Today only research that is both multi-state and on jointly set priorities can use this money. The bill adds two more ways to qualify, one of them a water problem Congress itself names.

Money reserved for cross-state water research — its own $3 million line ends

Current law allows a separate $3 million a year, usable only for research on water that crosses state lines. The bill ends that line and instead lets up to 20 percent of the $16 million go to such work, with no minimum.

Transparency & Accountability

Regular review of this program — funding approval ends after 2029

The spending approval would cover 2026 through 2029 and then stop. To keep the program going past 2029, Congress would have to pass another bill.

Targeted & Unrelated Provisions

Artificial intelligence industry — written into the program's goals

The law already names private industry as a partner in research on reusing water. The bill adds the growing artificial intelligence industry to that list, with no money attached.

More about this bill

Most people would see no direct change in daily life. The Advancing Water Research and Collaboration Act renews federal money for state water research centers. The bill authorizes up to $16 million a year, from 2026 through 2029. Current law allows $12 million a year, plus a separate $3 million for multi-state work. That approval runs only through 2025. The bill would end that separate $3 million approval. Instead, up to one in five of the $16 million could pay for water problems that cross state lines. The bill sets no minimum for that work. It also widens what research can use that money. Work on water problems Congress itself names as multi-state would now qualify. The program's stated goals would also name the artificial intelligence industry.
