The FAFSA Verification Efficiency Act changes how the Department of Education verifies identity information for people applying for federal student aid. The Secretary of Education already checks Social Security numbers for aid applicants; this bill adds a requirement that the Secretary, working with the Social Security Administration, must also verify each applicant's citizenship status, and makes this verification mandatory even if it conflicts with other federal laws. The change applies to anyone required to submit a Social Security number for financial aid programs covered under sections 483, 484(a), and 494 of the Higher Education Act — in practice, the millions of students and families who file the FAFSA each year. The bill does not specify new penalties or funding amounts; it changes the verification process itself.

Congressional Summary
FAFSA Verification Efficiency ActThis bill requires the Department of Education (ED) to verify the Social Security number (SSN) and citizenship status of any individual who is required to provide information to ED for federal student aid. Currently, ED must work with the Social Security Administration (SSA) to verify the SSN of a student who is applying for federal student aid. This bill expands the requirement so that ED must work with the SSA to verify the SSN and citizenship status of any individual who is required to provide information to ED on the Free Application for Federal Student Aid (FAFSA) form, including contributors. A contributor refers to anyone (the student, the student’s spouse, the student's biological or adoptive parent, or a parent’s spouse) who is required to provide information on the FAFSA form.
