Your Money
Before any part of an abortion, the provider must do an ultrasound and share the results with the woman. The doctor and patient pick the type of scan. Only emergencies and grave health risks are exempt.
The consent form must be handed to the woman in person at least 24 hours before the abortion. She, the provider, and a witness must all sign it in person.
The form must state how far along the pregnancy is and the risks of the drugs or procedure. It must also describe development at that stage, such as a heartbeat and reaction to pain.
Criminal Justice & Due Process
The Attorney General must sue any provider who knowingly breaks these rules. Courts may fine $100,000 to $150,000 per violation in a first case and up to $250,000 in later ones.
Civil Liberties
A woman, or the parent of a minor, could sue a provider who broke these rules. She could win money for harm, three times the cost of the abortion, and extra damages to punish.
More about this bill
Before an abortion, a provider would have to do an ultrasound and share the results with the woman. At least 24 hours before, the provider would also have to give her a consent form in person. The form states how far along the pregnancy is, in days, and the risks of the drugs or procedure. It must also describe what the bill calls the unborn child's development at that stage, such as a heartbeat and reaction to pain. The woman, the provider, and a witness must all sign it in person. The steps can be skipped in a medical emergency. They can also be skipped when they would raise her risk of death or lasting physical harm, not counting mental or emotional conditions. The Attorney General would have to sue any provider who knowingly breaks these rules. Courts could fine $100,000 to $150,000 per violation in a first case, and $150,001 to $250,000 in later cases. The state medical licensing board would be told of each fine. The woman, or a minor's parent, could also sue for damages, including three times the cost of the abortion. The woman herself could not be penalized. States could keep stricter rules of their own.
Congressional Summary
Ultrasounds Save Lives Act of 2025 This bill requires health care providers to perform an ultrasound and obtain certain informed consent before performing an abortion procedure. Specifically, before performing an abortion, providers must first perform an ultrasound and share the results with the woman, and also present the woman with an authorization form at least 24 hours before performing the abortion procedure. The form must (1) include specified information concerning gestational age, associated developmental characteristics, and medical risks of the abortion; (2) include a statement that an ultrasound has been performed and the results were shared with the woman; (3) disclose penalties that providers may face for failing to comply with the bill's requirements; and (4) include an affirmation that the individual signing the form understands the information. The form must be signed and witnessed in person and retained in the medical file. The bill's requirements do not apply if, in reasonable medical judgment, compliance would pose a greater risk of death or substantial physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. The bill also establishes civil penalties for providers who do not comply with these requirements.
