CHARLIE Act

YourVoice.Now Summary

Civil LibertiesTransparency & Accountability

Federal civics grants couldn't fund 'equity' or 'gender ideology' or favor groups by race, sex, or immigration status

Civil Liberties

Topics federal civics grants can pay for — two ideologies barred

No money from the federal American history and civics program could pay for "discriminatory equity ideology" or "gender ideology." This covers the summer classes for teachers and students and the grants for new civics lessons.

Grant preference by race, sex, or immigration status — barred

When giving out these grants, the Education Department could not favor a group because of race, sex, sexual orientation, gender identity, or immigration status. That applies to who runs or works for the group, who it serves, and what it plans to do.

Transparency & Accountability

Congress's own wording of what is banned — borrowed from executive orders

The bill does not write out what the two banned ideas mean. Instead it points to definitions in two executive orders, which a president issues without a vote of Congress.

More about this bill

Most families would see no direct change. If your child's school uses a federal American history and civics program, what that program can pay for would narrow. The program pays for summer classes for history teachers. It also pays for summer classes for top high school juniors and seniors. It also gives grants to groups that build new civics lessons. Under the change, none of this money could go to "discriminatory equity ideology" or "gender ideology." The bill does not spell out these terms. It borrows their meaning from two executive orders, one on K-12 schools and one on gender. The Education Department also could not favor a group for its race or sex when giving grants. The same goes for sexual orientation, gender identity, or immigration status. That covers who runs the group, who it serves, and what it plans to do. No start date is set, so it would apply once it became law.

Congressional Summary

Civics and History Advancement to Restore Learning, Integrity, and Education Act or the CHARLIE Act This bill prohibits the use of federal funding made available for the American History and Civics Education program to fund discriminatory equity ideology or gender ideology, as defined in certain executive orders. Further, in awarding grants under this program, the Department of Education may not give priority to an eligible entity on the basis of race, sex, sexual orientation, gender identity, or immigration status. The bill defines discriminatory equity ideology in accordance with Executive Order 14190, which was published on January 29, 2025. This definition refers to ideology that treats individuals as members of preferred or disfavored groups rather than as individuals, including listed ideologies (e.g., an ideology that members of one race, color, sex, or national origin are morally or inherently superior to members of another race, color, sex, or national origin, or that an individual is inherently racist, sexist, or oppressive by virtue of the individual's race, color, sex, or national origin). The bill defines gender ideology in accordance with Executive Order 14168, which was published on January 20, 2025. This definition refers to an ideology that replaces categories of biological sex with gender identity.
