Homeland Security Capabilities Preservation Reporting Act of 2026

YourVoice.Now SummaryTransparency & Accountability

The Urban Area Security Initiative (UASI) is a federal grant program that helps high-risk metro areas pay for counterterrorism and emergency-response equipment and training. Current law already requires the Department of Homeland Security to report to Congress, 18 months after a related 2023 defense law took effect, on how cities losing UASI eligibility manage that transition. This bill adds a requirement for that same report to be repeated every three years going forward, instead of being a one-time submission. It affects DHS's ongoing oversight workload and gives Congress regular updates on how formerly UASI-funded jurisdictions are maintaining security capabilities as federal grant money phases out. No funding levels or eligibility criteria are changed by this bill.

Congressional Summary

Homeland Security Capabilities Preservation Reporting Act of 2026This bill requires the Federal Emergency Management Agency (FEMA) to submit a report to Congress every three years (current law requires only one report) regarding urban areas’ security capabilities previously supported with funding from the Urban Area Security Initiative (UASI) and at risk of being reduced or eliminated without additional federal assistance. FEMA’s UASI grants assist designated high-risk urban areas with developing and sustaining capabilities to prevent, prepare for, protect against, and respond to acts of terrorism. Each report must contain a proposal for FEMA to provide financial assistance for at least three consecutive years to urban areas previously receiving UASI funds to allow them to transition to other funding sources to preserve their security capabilities.
