Transparency & Accountability
- Reporting requirements — SBA must submit annual report on certification and processing times
The details
Small business owners seeking government contracts often need special certifications, such as HUBZone status, service-disabled veteran-owned status, or women-owned status, to qualify for set-aside programs, but the certification process has faced criticism over long wait times and inconsistent tracking. This bill requires the Small Business Administration to publish a detailed annual report, submitted alongside the President's budget, showing how many businesses applied for and received each type of certification, how long applications took to process, and how many applications are still pending. The report must break out data by program, including 8(a), women-owned, HUBZone, and service-disabled veteran-owned businesses, and track cases processed through a single online application platform versus other systems. No new certification standards are created; the bill is aimed at giving Congress and small business owners better visibility into how the SBA is running these programs.
