The IMPACT to Save Moms Act directs the Department of Health and Human Services to run a five-year Medicaid demonstration project from 2027 to 2031, letting states test alternative payment models for maternity care from pregnancy through one year postpartum. States may apply to participate and can test approaches that include diverse care teams such as doulas and midwives, account for social factors affecting maternal health, cover mental health and substance use conditions during and after pregnancy, and adjust payments based on pregnancy risk level. The Secretary must evaluate outcomes stratified by race, ethnicity, and socioeconomic status, then submit a public report to Congress with a recommendation on whether to expand the program nationally.
