Each Medicare Advantage plan would have to show on its insurer's website how much of its money paid for care and how much went to other costs. Medicare publishes similar figures today, but grouped by contract rather than by each plan.
Medicare's electronic plan listings would use the same uniform layout private health plans already use for their benefit summaries. The rule would apply, as far as practical, to the comparison information Medicare gives people before they choose a plan.

Medicare Advantage insurers would take on new work: figuring these numbers for each separate plan, not just for each contract, and posting them in a format the government sets. The bill attaches no penalty to what the numbers show.

If you have a Medicare Advantage plan, you would be able to see where its money goes. More than half of people on Medicare are in one of these plans today. Starting with 2029 plan years, insurers would post each plan's total revenue on their own websites. They would also show what share of that paid for medical care. The rest covers overhead and profit. The share spent on care is called the medical loss ratio, or MLR. Your premium, benefits, and out-of-pocket costs would not change. The bill deals with information, not with what you pay. Medicare's online plan listings would also follow one standard layout where possible. That is the same layout private health plans use for their benefit summaries. That part would start with the first plan year beginning at least a year after it became law.

Medicare Advantage MLR Transparency ActThis bill requires Medicare Advantage (MA) organizations to publish certain information regarding revenue and expenses and to present information about benefits in a certain manner.Specifically, MA organizations must submit to the Centers for Medicare & Medicaid Services and publish on their websites information about the revenue received under each offered plan and a breakdown of related expenses, including for items other than claims. MA organizations must also, to the extent practicable, present electronic information about plan benefits to beneficiaries in a manner that is similar to how such information is presented by private insurers.
