Daughters of the American Revolution Membership Integrity Act.

YourVoice.Now Summary

Civil Liberties

Congress would set who can join the Daughters of the American Revolution — women only, defined biologically.

Civil Liberties

The DAR's control over who may join — Congress would decide

The Daughters of the American Revolution is a private lineage group with a charter written into federal law. That law says nothing today about members, so the group sets its own rules. This would put the core rule in the U.S. Code instead.

Transgender women's eligibility to join the DAR

The measure defines a woman as an adult human female, and defines female by the reproductive system a person's body naturally grows. Under that wording, a transgender woman could not be a member.

More about this bill

Most people would see no change in daily life. The change here is about who may join one private group, the Daughters of the American Revolution. Federal law would limit its members to women. It would define a woman as an adult human female. Female would mean a person whose body naturally grows the parts that make eggs. The group's charter is already in federal law. That law says nothing today about who may join. This rule would hand that choice to Congress instead of the group. Transgender women could not join. The group's own family-history rules would still apply.

Congressional Summary

Daughters of the American Revolution Membership Integrity ActThis bill limits membership eligibility for the National Society of the Daughters of the American Revolution (commonly known as the Daughters of the American Revolution, or DAR) to biological women. (Under the bill, biological women are human females who naturally have, had, will have, or would have—if not for a congenital anomaly or intentional or unintentional disruption—a female reproductive system.)Members must also satisfy any genealogical and membership qualifications the organization establishes, as under current law.As background, DAR's federal charter provides that its purposes include perpetuating the memory and spirit of the men and women who achieved American independence.
