Public colleges and universities would be required to charge in-state tuition rates to veterans using the Montgomery GI Bill for Selected Reserves — a military education benefit for members of the National Guard and Reserve — or risk losing VA approval for their programs. Previously, the in-state tuition protection applied to veterans using several other GI Bill programs but not Selected Reserve benefits under Chapter 1606 of federal law. Schools that charge out-of-state rates to these student veterans could have their programs removed from the list the VA approves for educational assistance. The rule takes effect for academic periods starting on or after August 1, 2026.
