Providing for consideration of the bill (H.R. 1501) to amend the FAST Act to include certain mineral production activities as a covered project, and for other purposes; providing for consideration of the bill (H.R. 9436) to amend the Consolidated Appropriations Act, 2023 to extend the time period for which certain regulations concerning the North Atlantic right whale are effective; providing for consideration of the resolution (H. Res. 1490) providing for the condemnation and denouncement of socialism in all its forms, and for other purposes; providing for consideration of the bill (H.R. 4795) to amend the Higher Education Act of 1965 to prohibit an institution that participates in a nonexpressive commercial boycott of Israel from being eligible for certain funds under that Act, to require an institution that participates in certain programs under that Act to certify that students are not unreasonably obstructed from participating in academic programs in Israel, and for other purposes; and relating to consideration of motions to suspend the rules.

Sends four measures to a House floor vote — one hour of debate each, and no amendments.

Nothing in your daily life changes if the House adopts this. A floor rule only sets the terms of debate. It spends no money and sets no rules for anyone outside the House. Its job is to move other measures to a vote. Four measures would reach the floor. One deals with permits for certain mineral production. One would extend how long current rules on the North Atlantic right whale stay in effect. One is a resolution condemning socialism, an opinion with no force of law. The fourth would cut off some Higher Education Act money for colleges that join a commercial boycott of Israel. Each gets one hour of debate, split evenly between the two parties. The terms are tight. No floor amendments would be allowed. On the three bills, members would get one motion to send the bill back to committee. Objections that a bill breaks House rules would be waived. For H.R. 9436 and H.R. 4795, the House would vote on a Rules Committee print rather than the version now printed in the bill. The rule also stretches debate to one hour on a proposed constitutional amendment to fix the Supreme Court at nine justices.
