Around 90% of the passengers were of Dominican descent. The resolution names each victim, extends condolences to their families, and marks the 24th anniversary of the tragedy. A memorial at Rockaway Park, designed by Dominican artist Freddy Rodriguez, faces the Atlantic toward the Dominican Republic.
