Current rules have allowed insurers to restrict dental-only enrollment to people who are also buying full health coverage through the exchange. The Increasing Access to Dental Insurance Act removes that restriction. People who have dental coverage needs but do not need marketplace health insurance — such as those covered through an employer — would gain a new option.
