Corporate BenefitsTransparency & AccountabilityGrants and a website to bring more world AI standards meetings to the U.S. — little change for most people.
Corporate Benefits
Groups that write tech standards, or that host such groups, could get federal grants to hold their meetings in the United States. A grant could pay for planning and the venue, but no more than half the cost. Congress would allow $5 million in total.
Transparency & Accountability
NIST would set up a website, with help from the State Department. It would list world efforts to write AI and tech standards, ways to take part, and how to find the standards themselves.
The grant program would stop five years after the bill becomes law. If NIST thinks it works, it would send Congress ideas for making it permanent within two years.
More about this bill
Most people would see no change in daily life. The bill aims to help U.S. companies and agencies play a bigger part in setting worldwide technical rules, called standards. These cover artificial intelligence (AI) and other new technologies. Standards are shared rules that products and systems follow. The National Institute of Standards and Technology (NIST), a federal science agency, would lead this work with the State Department. NIST would brief Congress within a year on how the government could help. It would also build a website that lists world standards work and how to join it. Federal agencies would have to tell NIST and the State Department when they take part in this work. A five-year test program would give grants to groups that host standards meetings in the United States. A grant could pay no more than half the cost of a meeting. Congress would allow up to $5 million in total, for budget years through 2028.
Congressional Summary
Promoting United States Leadership in Standards Act of 2025 This bill requires the National Institute of Standards and Technology (NIST) to support U.S. involvement in the development of standards for artificial intelligence (AI) and other critical and emerging technologies through briefings, pilot programs, and other activities. NIST must carry out these activities in coordination with the Department of State. Specifically, NIST must (1) brief Congress on opportunities for the federal government to support industry-led efforts to develop technical standards for AI and other critical and emerging technologies, (2) establish a web portal to inform U.S. industries and federal agencies of international efforts and opportunities to develop such standards, and (3) establish a five-year pilot program and award associated grants to support stakeholder meetings in the U.S. on developing such standards.
