A citizen-led marine conservation program in northwest Washington would be reauthorized through 2031. The Northwest Straits covers the Strait of Juan de Fuca and Puget Sound down to Snohomish County. The program works through county marine resources committees rather than federal regulators. Past work includes removing marine debris, monitoring kelp habitat, and ocean literacy projects. The advisory commission would be restructured to 14 members. Seven come from county committees in San Juan, Island, Skagit, Whatcom, Snohomish, Clallam, and Jefferson counties. Two seats represent tribal governments, appointed by Interior with the Northwest Indian Fisheries Commission. Washington's governor fills five more. The commission gets no regulatory power at all. It advises, collects data, and makes recommendations. It must consult tribal governments to ensure its work does not touch treaty rights. Funding would run $3 million a year from 2026 through 2031. A Senate committee cut that from the $10 million a year originally proposed. The commission would report publicly each year on habitat, marine populations, water quality, and data collection. Northwest Straits Marine Conservation Initiative Reauthorization Act of 2025This bill revises and reauthorizes through FY2031 the Northwest Straits Marine Conservation Initiative and its Northwest Straits Advisory Commission. The initiative and the commission work to protect and restore marine waters, habitats, and species of the Northwest Straits region. The region stretches from Snohomish and Jefferson counties in Washington state to the Canadian border and includes the U.S. marine waters of the Strait of Juan de Fuca, the San Juan Islands, and the northern area of the Puget Sound.The bill establishes requirements regarding the commission's membership, goals, and duties. Among other duties, the commission must provide resources and technical support for marine resources committees, develop scientifically sound restoration and protection recommendations, and serve as a public forum for informal policy discussions about the marine ecosystem of the Northwest Straits region.
