The details
Banks and other financial institutions could put more of their own money into small business investment companies. These are privately managed funds licensed by the Small Business Administration that invest in small firms. Today an institution may commit up to 5 percent of its capital and surplus. That ceiling would rise to 15 percent. The change applies to both places the 5 percent figure appears in current law. The higher limit covers what an institution may invest and what it may hold.

Investing in Main Street Act of 2025This bill authorizes certain banking entities to invest up to 15% of their capital and surplus in one or more small business investment companies (SBICs) or in any entity established to invest solely in SBICs. The current limit is 5%.
