USDA would get a new office to guide its biotech policy — most people would see no change.

The details

Most people would see no change in daily life. The Department of Agriculture (USDA) would set up a new Office of Biotechnology Policy. Its head would report directly to the Secretary of Agriculture or someone the Secretary picks. The office would guide how USDA deals with biotech, synthetic biology, and other new tools like them. The office would line up USDA's work on these tools. That covers research, teaching, and outreach. It also covers rules, labels, sales, and trade. It would also help other USDA offices with their biotech duties. The office would lead joint work with the EPA, the FDA, and other federal and state agencies. It would talk with biotech developers, scholars, farmers, and others who could feel the effects. A related change makes sure an old time limit on reorganizing USDA does not block the new office. The bill sets no new money and no deadline.
