Your money, your paperwork, and the services you use were untouched. This law instead kept a government surveillance program running six more weeks. Section 702 lets intelligence agencies collect calls, emails, and texts of foreigners outside the United States. No warrant is needed for each target. Americans' messages get swept in too when they talk with those targets. Agencies can later search what they collected, under set rules. The program was set to shut off April 30, 2026. The new shut-off date became June 12, 2026. The date was the only thing this law changed. It did not touch who agencies may target, what they may collect, or how the program is overseen. It moved the same date in two places, so wiretap law stayed in step. It also took effect April 29, one day before the old cutoff. The program never went dark.
Congressional Summary
This act extends the authorities of Title VII of the Foreign Intelligence Surveillance Act (FISA) until June 12, 2026. Title VII of FISA generally addresses electronic surveillance and other methods of acquiring foreign intelligence information that are directed at targets outside the United States. Title VII includes surveillance under Section 702, which concerns acquiring communications of non-U.S. persons believed to be outside the United States to obtain foreign intelligence information. Information about U.S. persons may incidentally be acquired by this type of surveillance and subsequently queried (searched) under certain circumstances.
