The Secretary of State and Secretary of Defense would be required to map all ports worldwide that are strategically important to the United States and identify any efforts by China's government or Chinese companies to buy, build, or control them under the Strategic Ports Reporting Act. Within one year of enactment, they must submit a full report to Congress assessing the national security risks of Chinese port control, the vulnerabilities of U.S.-controlled ports, and a suggested strategy for protecting critical maritime infrastructure. The report may include a classified section. The bill responds to concerns that Chinese state-linked companies like China Ocean Shipping Company (COSCO) have been acquiring influence over ports used by U.S. military and commercial vessels.
