This bill adds a line for foreign governments and foreign political parties that help direct, plan, supervise, or control the lobbying. It covers foreign agencies and regional or municipal units of a foreign government. The requirement applies even when that foreign entity is not the client. The Senate passed the bill on December 16, 2025.
