Lobbyist registrations would have to answer one more question. Registrants would state whether they claim an exemption under the Foreign Agents Registration Act. That law requires people working for foreign governments and parties to register with the Justice Department. One provision lets someone already registered as a lobbyist skip that separate filing. Putting the claim on the lobbying form lets the public see who is using it. The Senate passed the bill on December 16, 2025.
