Car makers face no state cap on gas car sales — in California or the states that copied it.

Kapaligiran

California's electric car sales requirement — would have started with 2026 models

The rule would have made 35% of new cars sold in California electric or plug-in hybrid by model year 2026, on the way to 100% by 2035. Congress canceled the federal waiver behind it, so the state cannot enforce it.

Mga Benepisyo sa Korporasyon

Automakers no longer face state electric car sales requirements

Automakers would have had to make electric models a growing share of what they sell in those states. The rule has no legal force now, so they pick their own mix of gas and electric cars.

Higit pa tungkol sa panukalang ito

If you shop for a new car in California, a state electric-car sales rule no longer shapes your choices. The same is true in the other states that had adopted California's program. Congress canceled the federal permission California needed to enforce its Advanced Clean Cars II rules. That program would have required 35% of new cars sold there to be zero-emission starting with model year 2026. The share was set to climb to 100% by 2035. The rules applied to automakers, not to dealers or drivers. Cars already on the road stay legal to drive. The cancellation became law on June 12, 2025, so the requirement has no legal force today.

Buod ng Kongreso

This joint resolution revokes the waiver granted to the California Air Resources Board regarding its Advanced Clean Cars II (ACC II) regulations, which include new requirements for low-emission vehicles and zero-emission vehicles. (Under the Clean Air Act, California may seek waivers of the preemption prohibiting states from enacting certain emission standards.) Specifically, the joint resolution nullifies the Environmental Protection Agency notice titled California State Motor Vehicle and Engine Pollution Control Standards; Advanced Clean Cars II; Waiver of Preemption; Notice of Decision.
